MISSION STATEMENT

MISSION:  The mission of the North Whidbey Park & Recreation District is to provide, publicize, maintain, schedule and operate, in accordance with a fee schedule set by the Board of Commissioners, District Recreation facilities and programs for the use of county residents, city residents and visitors of all age groups.  The District is to provide trained, certified water safety personnel at the John Vanderzicht Memorial pool, to maintain the pool and Clover Valley Park and administer funds to maintain all District assets. The District is to administer budgeting, staffing, and requisitioning and the administration of trained, certified water safety personnel at JVMP. The District is to provide a district wide recreation program delivery system utilizing staff and facilities. The District is to provide ADA accessibility to users of recreation facilities and recreation programs.


STAFFING: The District is staffed by a Director, five senior staff (Head Swim Team Coach, Maintenance Supervisor, Swim School Coordinator, Head Lifeguard, Head Cashier/Administrative Assistant) with administrative and aquatic support, overseen by a publicly elected five member Board of Commissioners. Total employees fluctuate seasonally but average 45 paid and 6 non-paid volunteer personnel.


MAJOR GOALS:
Promote a happier, healthier citizen in a community that is a better place to live because it has an active, vital recreation District. Recognize that our first responsibility is to prepare our citizens in this island community by increasing their awareness of water safety through swim instruction and boating safety.

  • Social Benefits in the form of stronger and healthier families, ethnic and cultural harmony, reduced anti-social behavior and enriched lives for persons with disabilities;
  • Environmental Benefits in the form of a green and tree filled park, habitat for native plants and animals, and an open protected field of play and recreation;
  • Economic Benefits in the form of more productive and healthier citizens, increased tourism and contributions to the quality of life sought by business:
  • Provide competitive swimming program for all ages.

Maintain low cost recreation opportunities for children and older adults, as this is important and integral in maintaining an acceptable way of life. Position the District as an important player in crime and drug prevention for children and young adults in programming and facilities for after school, summer, evening and weekend utilization. Partnership with community organizations having a common mission statement in order to enhance the delivery of recreational services in the most efficient and effective system to benefit the user and taxpayer.Increase Water Safety and Awareness through the District’s Aquatic Education Program. Maintain clean, efficient recreation centers for the citizens of Oak Harbor and Island County.
